this is what it should look like.

What you're seeing is that it'll take any cloak between set 54 and 90, except any listed with a != (not equal to)

Can I ask why you want to keep shroud of darkness procs? It really is the least desirable option in my opinion...

Well, A War Magic with Shroud of Darkness (lower targets magic D), sounds to me line a good idea. same for void/Magic D, HW/Melee D, Missile/Missile D. I, obviously, do not have the game/vtank experience that you do. That is why I'm posting. As you see what I'm looking to do, what would you recommend?

I really only want to loot any lvl cloak with HW, Missile, War, and Void. What would be the best spell for this option?

-200, and +20 to skills are the best options. Rings/shrouds aren't all that great, and you can easily get stuck on them when they fire off.
