I have been wondering why can't meta be wrote in a text doc and imported like a loot profile?

its certainly possible to do in notepad but to be honest its incredibly difficult because you need to learn how each type of rule is structured and trying to write a any/all that is in any way complex in notepad is nearly impossible to do by hand and is much faster just using the ingame editor.

*DISCLAIMER DO NOT ATTEMPT ANYTHING I EXPLAIN NEXT WITHOUT BACKING UP YOUR META*
now that being said, it is however fairly easy to seperate beginning and endings to rules/states which means if you are making a meta that requires a lot of repetitve rules you can actually copy/paste them to duplicate them multiple times to save yourself time however you will need to locate the line in the notepad text that indicates total # of rules in the meta and edit it to reflect the new number of rules or when you load it up states/rules will be missing in game.
