You would never type "Set Meta State: Return" in a chat command. That's just the text displayed in meta when you select the rule from the action dropdown.
You are correct, a + is used for concatenation.

You don't need a plugin for controller support for just combat and such. You just need to setup your keyboard config in a manner that you can associate with the buttons on the controller. When you come across an item you believe should be looted, select it and type /vt testitem. It will tell you whether or not it is triggering a rule in your profile.

Click Add - Browse

Joe is correct, variables are per client, and persist until logout or manually cleared.

Sounds like you borked the values for CorpseApproachRange, you don't use integers on the advanced settings like you do on the main settings page. You use the decimal value that is equal to the range, which is range/240. A range of 5 translates to 0.0208333 in advanced options. Same goes for issuing ...
