Says I must be running Windows 98-xp I have Windows 10

Help with Vtank plz
So when I go to instal vtank files I get a msg saying I need latest update of dx9 then it brings me to the site to download it which I have done several times but I get the error every time. Am using Windows 10 but be warned am not computer savvy lol. Thanks
